The price follows the customer's number
Meta charges by the country code of the person who receives the message, not where your business is. A message to a +971 number costs the the UAE rate wherever you send it from, and a message from the UAE to another country costs that country's rate.
Which messages cost money
Meta charges per delivered message, by category: marketing (offers, announcements), utility (order, delivery and booking updates) and authentication (login codes). Since 1 October 2026, replies to customers — by a person or an AI — are charged at the utility rate after the first 1,000 a month per business number. Everything is free for 72 hours after a customer writes from a Click-to-WhatsApp ad.
What businesses in the UAE send most
Many UAE customers find a business through a Click-to-WhatsApp ad, and every message in the 72 hours after they write from that ad is free — including marketing. Real estate, clinics and retail use that window to answer, qualify and book, then send utility updates once the customer is a client.

Who do I pay?
Meta bills your WhatsApp Business account directly, to the payment method you add in Meta Business Suite. A platform such as Chatmizer charges for its software separately and does not mark up Meta's rates.
Is marketing more expensive than utility?
Yes, in every market. That is why a template with any promotion in it is approved as marketing: keep order and booking updates free of offers to pay the utility rate.
Does a business in Dubai pay the UAE rate for every message?
Only for messages to +971 numbers. Messages to customers in Saudi Arabia, India or Europe are charged at those countries' rates, so a business with international clients should estimate each market separately.
